Description

This is an in-prison work program through hands-on training for inmates to increase their chances of finding employment in the construction industry after their release from prison.
Eligible for the program are those who:
1) Are in minimum security establishments;
2) Do not have any contraventions, misdemeanor charges, or felony charges;
3) Have made no escape attempts in the past five years;
4) Have no history of sex offenses;
5) Have no discipline violations in the past six months resulting in segregation or prolonged incarceration;
6) Do not pose a risk to the community;
7) Have a positive attitude; and
8) Are physically capable of performing the work.
The work teams consist of up to 10 inmates who are housed in local correctional facilities to have better access to the community where they work.

Impact evaluations

An impact evaluation identified a statistically significant effect on the likelihood of participants being employed in the civil construction industry. However, there was no impact on recidivism, pretrial detention for a new offense, or reincarceration [1].
