Description

This is a case management program designed to reduce relapse and recidivism by providing services to individuals convicted of crimes and with a history of drug and alcohol abuse.
There are five intervention components:
1) Substance abuse treatment;
2) Employment services;
3) Housing services;
4) Family reinforcement services; and
5) Healthcare and mental health services.
Substance abuse treatment interventions ranged from 12-step programs to intensive residential treatment programs. Case managers assess clients’ needs and ensure their inclusion in appropriate services.
In addition, managers develop the following actions:
1) Contacting clients to assess ongoing service needs;
2) Communicating with external service providers to verify client compliance;
3) Urinalysis; and
4) Use of gradual sanctions and incentives to hold clients accountable for noncompliance.

Impact evaluations

An impact evaluation showed no statistically significant effects on recidivism, substance use relapse, or increased access to employment [1].
