Description

This is a program to reduce recidivism by offering an option to inmates in the process of returning to the community before the full sentence is served, allowing the remainder of the sentence to be served under community supervision.
To qualify for parole, prior to the parole eligibility date, inmates must attend a release hearing, where their application is reviewed. The program is based on the idea that the services provided by the parolee will assist in the transition back into the community and reduce recidivism, as compared to simply releasing people from incarceration after serving a longer sentence.

Impact evaluations

An impact evaluation study showed that the treatment group released early from the closed regime had a statistically significant reduction in the rates of new convictions, number of days to a new conviction, and new arrests and days in prison, relative to the comparison group that did not receive the intervention [1].
