Description

This is a program to monitor children and adolescents from 12 to 18 years of age in conflict with the law and with problems associated with drug abuse.
The program maintains the following axes:
1) At the time of incarceration, assessment for immediate identification of problems associated with substance use;
2) Assessment to establish the degree of substance use and the presence of other psychological or criminal risk factors;
3) Coordination and integration of individualized services;
4) Use of sanctions, incentives, and rewards to encourage youth to comply with treatment and abstain from drug abuse, which is also comprised of four components:
(a) Court supervision: includes court-ordered intervention plans, probation directors, and service coordinators;
b) Urine testing, to identify and monitor drug abuse, and inform intervention and treatment strategies;
c) Substance use treatment with a referral professional, who is responsible for contacting and referring adolescents to a treatment service corresponding to their needs;
d) Mental health services: if mental health problems are identified, the adolescent is referred to a mental health specialist for a comprehensive assessment.

Impact evaluations

The impact evaluation showed that program participants who had more access to substance use treatment reduced substance use and lowered relapse rates. The study had a quasi-experimental design [1].
