Description

Launched in Kansas City in 2014, this is a policing strategy to reduce homicide rates and violent crimes committed by chronic offenders involved in criminal organizations.
The program is the result of a collaboration among police officers, social workers, and community and research organizations, and aims to outline a message, intervention, and implementation directly targeting individuals known to be involved in crime.
The multidisciplinary network analyzes information about individuals and devises intervention strategies aimed especially at trigger cases, such as homicides committed by gang members. Communicating the message directly to these individuals involves offering assistance and social support services (vocational training, employment) rather than sanctions for involvement in violence.

Impact evaluations

An impact assessment showed that, two years after implementation, there was no statistically significant impact on homicides, homicides involving gang members, and aggravated assaults [1].
