Description

This is an initiative of the Knoxville Police Department and Parole Board to reintroduce offenders to the community.
Parole revocation data and crime statistics were reviewed and analyzed to define which offenders are at the most risk of reoffending and what factors are involved in those re-offenses. The following factors were addressed: drug addiction, unstable family relationships, mental health disorders, intellectual deficits, and poor housing.
Offenders on parole received individualized case management, supervision and treatment plans developed by a multidisciplinary team.

Impact evaluations

An impact evaluation showed that the program reduced recidivism by 44%. A rate of 45% of participants were reincarcerated within two years of their release from prison compared to 89% of the group that did not receive the intervention [1].
Partnerships between police and parole officers have contributed to improving the supervision and treatment of high-risk parolees and have been successful at reducing recidivism, offering good indications of savings on incarceration costs for the state [1].
