This is a multidisciplinary cross-sector service to review cases of homicides and non-fatal shootings in order to reduce the rates of those crimes.
The Commission acts at four levels of review:
1) Real-time action: this is an immediate intervention that seeks to respond to all homicide cases occurring in the districts. This is done through investigation, increased patrolling, and apprehension. Healthcare and social services are notified within 48 hours of the incident and take immediate action with the victims’ families (crisis management, case management, counseling, emotional support, mental health counseling, and home health care);
2) Criminal analysis: development of a monthly assessment of homicides occurring in each district. The assessments are conducted by the program team, through an audiovisual presentation, with the participation of police and local community members, providing information on each incident;
3) Community service provider review: each incident is reviewed at these meetings to determine what factors at the community level contributed to the crime.
4) Community mobilization: planning community education activities that address the nature of homicides and shootings in each district.
