Description

This is a program to reform a sector of the Madison police force to adopt community and problem-oriented policing practices. The goal is to implement quality leadership, healthy work environments, quality of service delivery, and community benefits through training of police officers and organizational changes in work environments. The program lasted two years.

Impact evaluations

An impact evaluation found that implementing the participatory management approach improved officers’ attitude toward the department, decentralized operations, reduced citizens’ fear of crime, and increased their belief that the police was working for the benefit of the community [1].
However, there was no decrease in victimization following increased police-community meetings in the target district. The authors argue that it is possible to transform a traditional, control-oriented police organization into one where employees are involved in decision-making processes [1].
