Description

This is an intervention for high-risk offenders on probation. The objective is to promote public safety and reduce recidivism and the number of individuals incarcerated in the prison system.
The program consists of intensive and strict supervision, with scheduled meetings between the probation officer and the offender, telephone contact, and drug testing.
The intervention may also include vocational training, mentoring, drug treatment, and drug education.

Impact evaluations

An impact evaluation indicated no statistically significant effects of the intervention on recidivism. In one of the prisons, the treatment group had a statistically higher number of technical violations than the comparison group; however, there were no statistically significant effects on technical violation rates in the other two facilities that received treatment [1].
