Description

This is a set of community-based progressive sanction guidelines that take into account the quantity and seriousness of the infractions committed. In addition, a risk stratification is performed based on the individuals’ history, risk level, and number of previous supervision infractions.
The sanction grid was designed to monitor former prisoners who repeatedly violate their parole supervision conditions.
Parolees are monitored by parole officers, who are responsible for helping with the transition between the prison system and the community.

Impact evaluations

An impact evaluation found no statistically significant impact on the risk of criminal recidivism and the reduction of serious violations in the first year of supervision [1].
The study used a before/after test design based on the use of a historical comparison group, and a propensity score matching and covariance model was used for the evaluation [1].
