Description

This is a military-type bootcamp program applied as an alternative measure for individuals involved with the justice system. The aim is to reduce recidivism and promote citizenship skills and discipline among the participants.
The sentencing judge allows some people who have been sentenced to prison in a closed regime to voluntarily participate in the Motivational Training Center for 6 months. The Center is located in a rural area, with 16 hours of activity per day, part of which are physical and military profile activities, as well as formal education activities, 1.5-hour group sessions, and more psychoeducation activities based on Cognitive Behavioral Therapy. Treatment programs for addiction to alcohol and other drugs are offered through daily counseling sessions.
Those eligible are convicts up to 40 years old who have not committed violent crimes and have no other criminal proceedings, and whose sentences range from 2 to 5 years.

Impact evaluations

An impact evaluation found that inmates in the treatment group who participated in the Quehanna Motivational Boot Camp had a slightly lower rate of new arrests (43.4%), compared to the inmates who did not participate in the Motivational Boot Camp (49.4%), 3 years after release [1].
Inmates at the Center had a slightly lower rate of reentry into the prison system (49.6%), compared to the inmates in the comparison group (55.1%), after the 3-year follow-up period.
The study was conducted by means of an impact assessment based on a quasi-experiment with propensity score matching, with 1,283 convicts who went to the Center and 6,489 convicts who served their sentence within the prison system, three years after each prisoner left the institutions.
