Description

This is a police strategy that seeks to fight the drug market and deter drug traffickers in high-crime neighborhoods.
The intervention consists of three stages:
1) Identification of traffickers and geolocation of the target territory through an analysis of police data;
2) Investigation, notification, arrest, and trial of violent offenders operating in the area. During the investigation period, offenders were invited to a meeting with community members to discuss the damage caused by drug trafficking;
3) Linking offenders with local community social services. In this phase, social support service professionals assess each individual’s needs, followed by a more detailed assessment in the following weeks.

Impact evaluations

An impact evaluation showed a statistically significant 11.9% decrease in homicides in the year following program implementation, 24% in non-violent crime in the target areas, and only 9% in the remaining areas of the city. There was a 14% decrease in violent crime, compared to 2.3% in the other areas, but this result is not statistically significant [1].
