They correspond to the first level of aggregation of the Evidence Bank, and have been defined taking into account two main criteria:

To ensure the representativeness of the areas and sectors that are usually mobilized in the organization and implementation of public security and justice policies;
and Enunciate a multidimensional perspective that, beyond the control policies traditionally implemented by the police forces, also encompasses issues related to a preventive approach capable of addressing the multidisciplinary and multifactorial nature of the determinants of insecurity, crime, violence and disorder.
