Description

Management by Results programs in the field of public security are based on a management model that promotes an intensive monitoring of crime indicators and strong strategic coordination and demand for results. The model is based on the intensive and detailed use of georeferencing, crime analysis, and police intelligence tools, with the aim of verifying the results of different policing strategies in real time.
This management model emerged in 1994 through the Compstat experience in New York City. As far as Latin American countries are concerned, Brazil’s experience stands out, where actions of this type have been developed since 2001, and where the model has already been implemented by at least eight states.
Despite the differences among the varying experiences, results-oriented policing programs have the following premises in common:
1. Establishment of specific objectives and priorities, translated into targets based on performance indicators.
2. Establishment of targets using the concept of integrated territorial areas, i.e. territorial circumscriptions within which the security forces operate.
3. Intensive use of crime analysis in the management process, with the use of data and statistics to identify at least the days, times, and places where certain crimes are recurrent.
4. Establishment of a permanent monitoring, accountability, and collection routine.

Evidence

A systematic review found 13 impact evaluations already carried out in Brazil on Management by Results programs [1]. After analyzing 3 of them (which met the inclusion standards defined by the review), the author concludes that this is a promising type of intervention for reducing homicides and robberies. Based on two studies with statistically significant results, it can be said that this type of intervention has contributed to a 9%-17% reduction in homicide rates, a 16% reduction in crimes against people, and a 47% reduction in crimes against property [1] [2].
